After the death of Winston, Big Smile Lee sends some of his men to The Golden Koi and says that they will be running things, but Wei doesn't approve of any of that. When you get control, go through the door and shoot the guy holding the hostage in the head. There will be another two men upstairs, so take them out. You can either head downstairs or use the balcony as cover to kill the men below.
You will probably be running low on ammo for your pistol, so pick up any of the weapons on the ground to replace it. Once all of the men inside are taken down, head towards the entrance and go outside. Take cover behind one of the cars and make sure you quickly take out the men shooting at you, as they will be shooting the car and you don't want it exploding while you're hiding behind it.
As you're fighting, two more cars will show up with men, so take them out. Once all of the men are killed, you'll get in a car and start chasing after Ponytail, but Jackie will be doing the driving. There will be a lot of backup, both cars and motorcycles, so make sure you aim at the tires to quickly take them out and minimize the damage done to your vehicle. Keep doing this until you get a cutscene.
You will end up crashing and Ponytail will fire at your vehicle until he ends up running out of ammo. You will chase after him on foot and eventually catch up to him, resulting in you fighting Ponytail. He can be a little challenging, as he likes to block a lot, and also grab you often. Counter him when he attacks normally, then get a 1-2 good hits in. Once he's down, there will be another cutscene, and you will have to escape from the cops. Head through the building and when you get outside, head inside the limo to finish the mission.
