Get in Ricky's car and head to the marker on your map to pick up Vivienne. It seems that Sandra, Vivi's friend, wants you to race, so head to the Car Rally. This race isn't too hard, as Ricky's car is pretty fast and handles pretty good as well. Keep following the markers, making sure not to go too fast around sharp corners.
About halfway through the race, you will drive past some cops, who will begin chasing after you. You seem to be a lot faster than the cops, so they shouldn't pose too much of a problem. Keep concentrating on the race and you should win without any difficulty. When you win, you'll be back where you started, but the cops will show their faces again, so lose them and then take the girls back to Sandra's apartment to finish the mission.
