Wei is to be officially initiated into the Sun On Yee as a red pole, but he needs to take out a man named Yang first. Call Jackie when you get outside and he mentions he's at the massage parlor, so go there to pick him up. After telling Jackie the good news, you have the option to get a massage or not; getting a massage will increase the amount of face meter you gain during battles.
After getting a massage or not, go to the objective on your map and head inside the Galleria. You'll have to fight Yang and his thugs, but Yang cannot be hurt until you take out the others. Once you take out everyone, drive to the initiation to finish the mission.
