While you're talking to Raymond, you'll receive a call from someone mentioning that they have Jackie hostage, and you will need to follow all of their instructions in order to keep him safe. Start off by going to the location marked on your radar. You are patted down to make sure you don't have any weapons on you, and once that's over, go down the stairs to find out it was all a ruse.
After finding out it was all a setup, you'll have to fight some 18K members in hand-to-hand combat. Once all the ordinary thugs are down, you have to fight Horseface, so do that and grab him when he's down, bringing him over to the table saw for a little interrogation.
As it turns out, the head enforcer for the 18K set this all up and he knows where Jackie is located. You grab Horseface's phone and plan on tracing the enforcer's cell phone, but you need to go to the street first to get some reception. Don't worry about the guys running away, as they won't do anything to you. You will trace Zi Wai's call, but the position is already triangulated. Hold the button over Aberdeen, then select the icon on the left side; if there are three in a row, it'll be in the middle.
When you arrive at the location where Zi Wai is, he and some men will take off on some bikes. Wei will get in a car, so it should be easy taking out the other bikes, as one good ram should be enough to disable them. Eventually, Zi Wai will stop and start running on foot, so give chase through a store and keep going until he stops in an open area.
You will now have to fight Zi Wai, alongside some more 18K Triads. Once you finish the thugs and Zi Wai, you'll grab his phone and find out that Jackie is located on Magazine Island. Wei will call Old Salty Crab to procure a boat and a big gun. When you get to the boat, start going towards the island and an ambush will show up. Aim for headshots for the people on the boats and they will eventually stop coming. Finish going to the island, dig Jackie up, then drive him to Aberdeen Docks to finish the mission.
