The Beam Rifle isn't entirely different from the Human Sniper Rifle. One shot to the head or two shots to the body will kill in almost the same exact manner. The Beam Rifle has some short term benefits that make it much more useful than the Human Sniper.
While the Human Sniper Rifle carriers four shots in a clip, it shoots much more slowly than the Beam Rifle. The Beam Rifle can fire up to three shots in rapid succession or fire indefinitely if done slowly. This makes it much more deadly in a short engagement, especially against an opponent with a sniper rifle.
The downside is that if you shoot three times quickly, you'll overheat and have to wait to cool down. A human sniper will give you an extra shot before reloading. The Beam Rifle also only provides you with ten shots but a human sniper will generally start with twelve shots and you can carry twice that much ammo if you can find it. This makes the human sniper the most viable sniper for long periods of time.
