The Fuel Rod Cannon isn't quite as powerful as the Rocket Launcher but a direct hit will still kill infantry. However, if the shot hits the floor or wall at between a 30 and 60 degree angle, it won't detonate on contact but will ricochet off instead. Even if it does detonate, it won't necessarily kill the target but both the extra clip size and the ricochet itself can be used to your advantage. It can allow you to flood a room with explosive rounds without having to enter the room.
While it is a great weapon against infantry, against vehicles it is a little less so. It won't destroy vehicles quite as easily as a rocket launcher but with the excess number of rounds, you can still deal devestating damage. To small vehicles, this will likely destroy them or roll them over. For large vehicles you can damage them enough to make them more timid which will give you more breathing room and will also likely make them easier to finish off later.
