The Binary Rifle seems to have served as a Sniper Rifle for the Forerunners. It fires much more slowly than either the Human Sniper Rifle or the Covenant Beam Rifle. It also carries much less ammo than either of them. The damage potential is unrivaled though and can kill a Spartan with a single shot to the body.
To offset this massive power, it does give away your position. Whenever someone scopes with the Binary Rifle, a red beam of light will be projected along the Sniper's sights. This happens even if the Sniper is cloaked which can in a manner reveal the position of the Sniper. It essentially makes this weapon a quick scope weapon. You want to try to scope for as little time as possible to line up the shot, make sure you'll land the shot somewhere on the body and then pull the trigger before quickly canceling the scope.
