If you hired the best hacker, you should have pictures and locations on the map e-mailed to you in-game. I will be adding locations and the walkthrough for those missions sometime this upcoming week, once I get my new computer.

By them off website or steal them and drive them to a garage you own

Get a 3 or 4 star wanted level and they will start to appear.

drive around there are fire departments all over the city

you can call emergency services 911 from your phone and then report a fire emergency and wait for a firetruck to show up. Or start a car fire but then the cops might show up.
