Simeon wants you to go pick up a bike that someone forgot to make payments on. He is located at Vespucci Beach and when you get there, get out of the car and follow Lamar to the fenced gate. Climb over it and continue following Lamar to the end of the alley. Search the two garages to find nothing, then search the one behind you to still find absolutely nothing.
Things go south and you'll now be in a gunfight against some Vagos. Pick up the gun and then start taking out the enemies, noting that you have a lock-on when you initially aim. There will be a few enemies around on the ground, as well as a few up on the balconies. When you see a pile of wood, take cover behind it and a car will ram into it.
As it moves away, Lamar will tell you to shoot the gas trail, so do that to light it on fire. This will move and hit the car's gas tank, making it explode. Now, the guy with the bike shows up and takes off, so go back over the fence and give chase. You must hunt down the guy on the bike and take it back. Lamar suggests shooting him off, but it's much easier to just "bump" into him to knock him off. Once you grab the bike, head to the car wash near your house to finish the mission.
