Grand Theft Auto V features the return of street races. There are five of these in total.
In order to take part in one you must first complete the mission 'Shift Work', then all you need to do is turn up to the race location in a vehicle between the hours of 20:00 and 05:00 and you'll be able to jump straight into the race.
A good tip for easily winning these races is to use Franklin's slow-motion driving ability to take the corners.
