Grand Theft Auto V features a number of bars and clubs. Visiting a bar is one of a number of 'Friend Activities' found in the game.
As in Grand Theft Auto IV, visiting a bar will make you and your friend drunk. This impairs your character's ability to move in an orderly way (they will often stagger and limp their way around). You can drive whilst drunk, but the controls becaome extremely sensisitive and the screen is altered to make it harder to perceive the world around you. This state of drunkness lasts for several in-game minutes.
