This vehicle is located in the Pillbox Hill area of Los Santos, at the top level of a multi-tiered car garage. Use the image below to get a location using the in-game map, as to where the vehicle is located. Once you have acquired the vehicle, you will need to bring it to Los Santos Customs to modify it for the heist. All you need is to get the Gold Preparation mod, which costs $11,000, but it helps to get some extras like armor and bulletproof tires. With it modded, bring it to the lockup to finish the mission.
