After finishing Grass Roots - Franklin, two green circles will be placed on the map, which are weed stashes. This mission begins in the western of the two circles. The weed stash here is located underneath the highway, in the junkyard. When Franklin goes to start the car, he finds out it doesn't run, but Barry insists on getting it moved no matter what.
Once you've found the vehicle, hook it up to the Towtruck and bring it back to Barry's apartment to finish the mission.
