The Dust is a wide open expanse of deserts filled with Spiderants and various Bandit groups. Because of the amount of space, the Bandits tend to put a lot of emphasis on vehicular transportation such as Bandit Technicals and Buzzards.
Scooter's sister Ellie has also set up a shop here with a similar focus on bandit vehicles. You visit her during the mission "A Dam Fine Rescue" during which you need her to build a bandit technical for you to get through a checkpoint.
