You can get this mission from Lilith after you complete "The Once and Future Slab". Talk to her and she'll ask you to get some footage of Opportunity for her. Grab the recorder from Moxxi and head out for Opportunity.

When you get to Opportunity, Lilith is going to ask you to pick up a few supplies. First, head to the Orbital Delivery Zone southeast of where you enter Opportunity. Inside of a small command post, you'll find an orbital drop beacon. Take that with you and then make your way across Opportunity to find your Surveyor Lures.
The Lures are actually going to be on a rooftop so you're going to have to find the large Hyperion scaffolding so you can climb the ladder there. If you're industrious, you can also find your way up by climbing up the diagonal pylons that go over walkways. When you get up to the rooftop, you'll find a helipad and the surveyor lures will be nearby. When you try to collect them, you'll be attacked by a few Engineers. They shouldn't be too much of a threat except after you kill them, a WAR Loader will appear. Get off the pad and find some cover to deal with him. When he's down, collect the lures and drop off the roof.
Not far from where you are, you'll find a group of Handsome Jack cardboard cut outs. Go to these cut outs and place the surveyor lures on the crotches of each one. With those taken care of, head to the southwest. Along the water will be a pier that ends in a large crane. If you go up near the crane, you can plant the beacon on the ground nearby. After that, back up a little ways and watch as a shipment is dropped right into the crane.
With those all done, just make sure that you've killed at least five engineers. Killing engineers in this area shouldn't really be too difficult as they happen to be all over the place and if you've been doing any other missions along with this one, you've probably already done it.
Make your way to the marked waypoint. The waypoint is actually on the lowest level so you may have to approach from a different angle to find your way down. When you find the door you are looking for, head inside and loot the chest. When you are ready, get ready to be attacked by a couple of snipers. Have some close range weapon ready, particularly with shock since they'll have shields. Use the console to broadcast the message and then turn around to fight the snipers. Kill them and then return to Lilith for your reward.
