You can pick up this mission any time after completing "Bright Lights, Flying City". Head to the Happy Pig Motel in Three Horns - Valley and collect this mission off of the Bounty Board.

Once you've picked up this mission from the Bounty Board, a bunch of dynamite will spawn on the barrel to your right. Pick it up at Claptrap's prompting and make your way over to the Catch-A-Ride station. Catch a ride and make your way to the Three Horns - Divide.
Once you've gotten to the Divide, drive forward just a little and when you see a path to the right, hop out of your ride and take it. This is going to be the fastest way to the camp you're looking for. Go through the tunnel, out the other side and turn left to find the Drydocks.
Drydocks
The Drydocks is loaded with bandits. Most of them are either Marauders, Nomads or Psychos of some kind but they are going to be up in the area of level 15. There are three basic paths through the camp; one on each side and one up the middle. Either of the sides is going to be easier and safer but most of the objectives are going to be facing the middle or more easily accessed from the middle. The choice is ultimately up to you.
However you choose to tackle the area, move up through the camp slowly and clear each building one at a time. Make sure you are doubly careful in this camp when checking the rooftops because there are a few enemies that will be stashed away up there. As you work your way through the camp, plant the dynamite on the five furnaces. Make sure you collect ammo from the various crates scattered around the camp.
When you've planted all of the dynamite, Claptrap will instruct you to set them off by using the trigger in the center of town. Hit that switch and retreat to the entrance of the Drydocks. The explosion won't be dangerous but not long after that, you'll be tasked with killing eight Freezing Psychos. If you stand at the front of the camp, the bandits will basically come running at you in a straight line, allowing you to easily line up your shots. When you've killed all eight, return to the Happy Pig Motel for your reward.
