You can start this mission by talking to Lilith in Sanctuary after completing the mission "Hunting the Firehawk".

The bandit you are looking for, Boll, is in the Three Horns - Divide area. Go there, Catch-A-Ride and then drive out to his camp. He will be surrounded by a bunch of Snow Skags in his camp. He will scamper around with a shotgun. Kill the Skags and then when you kill him, pick up the ECHO Device he drops. This will set you out to collect the ECHO logs scattered around the Divide.
The first one is pretty close by. From the camp, you should be able to see a ship on a cliff to the north. You'll see the anchor hanging out of the boat and a join piece will be glowing. Shoot the joint and the anchor will drop into the ice below. Run up toe the section of anchor on the ground and near the top where the joint was will be the first ECHO recording.
The Second Recording is to the north a little ways. As you travel, you'll see a large pump that looks like it is drilling for oil. Not far from there will be the shutoff valve. Turn off the valve and the ECHO recording will come shooting out of the hole the valve is attached to.
The final recording is going to be far to the south. You'll eventually come to a large station with huge pipes coming out of it. When you seem to be right on top of the recording, you'll be able to find a ladder that leads up to a catwalk. The last ECHO recording is going to be attached to a column above the pipes. When you've collected this last ECHO recording, head back to Sanctuary and give them to Lilith for your reward.
