Dukino has been healed up and even fed a little but it looks like he's looking for some more. Oddly enough, it sounds like he's got a taste for Skag. Check out the Skag wastes north of town.

Scooter mentions that Dukino still seems hungry and asks you to go get some skag tongues to feed him. These are located in the very big area, once you go up the stairs. You'll encounter the Rat Bandits in this section of Lynchwood, but what you're looking for are the Armored Skag Riders, more particularly the Armored Skags. Once you have gotten 5 tongues, bring them back to Dukino to finish the mission.
To collect the tongues, you'll have to hit them with a melee attack to kill them (apparently Scooter was being literal about "hitting" their face).
