When you first load up your game after installing this DLC, you'll be able to fast travel to place called Oasis from any Fast Travel station. Take a trip down and see what kind of carpet the locals roll out for you. This mission is acquired automatically after making your way into Oasis.

When you arrive in Oasis, you're going to walk to a large hill, past a checkpoint and you'll see a large sign on your left that says, "Welcome to the Oasis". After you take a few steps past the sign, you'll be attacked by some Pirates. They are attacking a man named Shade because they want his water and he kindly asks for your assistance. Enemies in this area are likely going to scale towards whatever level you are. Thankfully, because of this, most of the enemies you face won't carry shields to make them easier for lower levels without electric weapons.
Most of the pirates act very similarly to Bandits with varients of Midgets, Marauders, and Psychos/Suicide Psychos. There is one unique enemy called a Powder Monkey that carries a powder keg on his back. Shooting this enemy in the head will not get a critical hit but shooting the barrel will reward you with an instant kill. Move your way up through the town but be careful of enemies lurking in alleys.
Once you've cleared most of the area, a boss named No-Beard will appear. He is capable of both close and long range combat but he alternates between the two so find some cover, hit him with a few shots and then when he closes in, move to a new set of cover. He very likely will have shields so use a shock weapon if you have it.
With him out of the way, Shade will open up his shop nearby. Head over and introduce yourself to finish the mission.
