You can get this mission from Shade after completing the mission "My Life for a Sand Skiff". It sounds like one of the corpses is an alcoholic and needs some whiskey. Shade will send you to find some.

After getting this mission, check a little ways to the east of Oasis to find the waypoint at a Pirate camp. Work your way into the pirate camp slowly as the enemies are going to be pretty dense. Amongst the normal pirates, you'll find plenty of Grogmasters and a few Cursed Pirates so be careful and let the pirates come to you as much as possible.
The first area is sort of an entry way to the camp and is rather wide open. In this first area, you may encounter a few Rapscallions, a couple of Gunners, and a couple of Corsairs. Try and find them all before proceeding up the left side of the camp and up the stairs. At the top, follow the walkway and then look down the other steps. You may be attacked by a few more simple enemies, particularly Corsairs and Pirates.
Going forward a little further, you'll find a large bridge that crosses over a valley and leads to a distant house. When you approach the bridge, two Cursed Pirates will come out. These guys are pretty dangerous, can hit you with area of effect attacks and any damage they deal, they can turn into health for themselves. Try to back up and go right to draw them further back into the camp. Keep shooting and retreating to bring them down. If you happen to get downed, keep fighting because they'll probably stay pretty close to you and won't be able to drain health at that point.
When they've both been killed, be sure to watch out for a Grogmaster that may appear and then cross the bridge to get to the other side. You'll find the bottle of whiskey just to the left of the front door. When you've got the whiskey in hand, go back to the "beach" in Oasis to find Frank. Give him the whiskey and return to Shade for your reward.
