To get under way, you'll have to open a large gate leading down to the ice flows. If you can find the gate, the switch to open it is overlooking the gate in a little shack above. Make your way up, flip the switch and then go through the gate.
Go through the gate and on the other side, turn left. You'll see a small set of buildings with a larger building on the right side that is connected to a tower up above. You want to get into that tower but the only way to do so is by using an elevator connected to the building below and the fuse for the elevator is missing. To get this, you'll have to go through the giant electrical fence behind the collection of houses nearby.
Be Careful as you come up on the buildings because there's not a whole lot of cover leading up to them. When you get to the first building, you might not see anybody immediately but if you try to run past the building, you're going to be ambushed from the side or back. When you get to the first building, try to take cover behind some railings. After a few seconds, you should see six Bandits including a Shotgun Midget. There will be four Marauders, a Killer Marauder and the Shotgun Midget on this building. Kill the midget first if you can so he doesn't sneak up on you and then work your way through the bandits. They seem to come out a little at a time so you shouldn't have to worry about being overwhelmed. After you've done this, climb up the stairs to find the fuse box.
There will be more enemies up closer to the fence and they could be scattered anywhere so be careful. Take care of the handful of Bandits in the area and then approach the fence. Just beyond the Fence on the left is going to be a small building. Attached to the building is a fuse box that controls the fence. If you shoot it, it will deactivate the fence. Go up to the fuse box and remove the fuse.
After you've taken down the fence, be careful as you'll be attacked by a group of six or so Bullymongs. This is a great time to do the mission "Bad Hair Day". To do this, just weaken your enemies with whatever weapon you have on hand and finish them with a melee attack. When they die from a melee attack, a large tuft of fur will fall on the ground. Grab four of those. With your four furs and the fuse in hand, head back to the first building with the broken fuse box. Place the fuse in the fuse box and pull the lever.
Hop on the elevator and pull the lever on the elevator to go up. At the top, get off and go into the building. You're looking for a vending machine with a health cross on it. From this machine (operated by a man named Zed), buy a shield of any type. To finish the mission, you have to take that back to Sir Hammerlock BUT don't do that just yet.
Search the room for loot and then go out the back door. If you look off to the right of this balcony, you should see some snowy rock. Go over to that and turn right again so that you are looking along the side of the building. You'll see a section of roof that leads upwards. Carefully climb that section of roof. At the end, jump onto the crane.
From here, turn around and jump onto the roof proper. Follow the roof as it rises up and then look just off the end and under you. You should see another small balcony. Fall onto that.
On the floor of this balcony should be a giant symbol carved into the metal. You can examine this as if you were going to pick it up. Do so to discover a Vault Symbol. Nearby will also be a high end loot chest. Make sure you investigate that as well before you drop off and head back to Sir Hammerlock.
Go back to Sir Hammerlock to turn in both the "Bad Hair Day" and "Shielded Favors" missions.
