Windhelm is a major city in Eastern Skyrim, and the capital of Eastmarch. The Temple of Talos is located in Windhelm, a signal to the Empire that the ban on Talos worship is not respected. Windhelm has a high dark elf refugee population due to its proximity to Morrowind and the recent volcanic eruption that left much of Morrowind uninhabitable.
Jarl Ulfric Stormcloak is the leader of the Stormcloak rebellion to overthrow the Empire. Having killed High King Torygg, he wishes to name himself High King and declare war on the Aldmeri Dominion.
