Talk to Legate Rikke for this quest. She will send you to clear out bandits from Hraggstad. Make your way up the mountain to the fort. You will have to clear out all of the Bandits from the courtyard, the Prison and the barracks to finish. When you've cleared out most of them, you will get waypoints to the last few. After you clear the fort, return to Rikke to finish the quest and join the Imperials.
