Meet up with the General outside of Windhelm, wait for the speech and then go into the town. You will have to fight your way up to the palace of the town the long way. Make your way through the enemies and the barricades until you make it to his castle. Defeat Ulfric and Garmar to finish this quest. Enjoy the aftermath. Anyone feel like this ending is leading up to a DLC?
