Travel to Solitude and make your way to the Temple of the Divines. If you go up through the door on left, you will find some supplies. You can easily kill her from here with the magical bow at any point. Do so while she's speaking to get a bonus reward. Wait for her to appear on the balcony and start speaking and then kill her. You can also drop the gargoyle on her instead but it’s much more obvious.
