Whiterun Hold is located in central Skyrim, with its capital in the city of Whiterun. It is neutral in the Civil War, but both sides fight for the hold. It gets captured by the faction the Dragonborn is in.
The Jarl is Balgruuf the Greater by default and if the Imperial Legion wins and Vignar Gray-Mane if the Stormcloaks win.
