In this section, we List every of the nine holds in Skyrim. Each hold is governed by a jarl who lives in the holds capital.
The holds are seperated, some holds are even at war with each other. One consequence is, that each hold cares only about crimes commited in its region, so bounties are tied to the hold one commits the crime in.
